In-Country Team Lead (TOGO) – Overseas Training Contract

Obera, LLC supports global initiatives that enhance security and improve lives for people around the world. Our mission is to train and integrate mission-essential solutions, strengthen host nations’ capacity for drug interdiction, provide power to remote communities, and enhance peacekeeping operations.

Obera is looking for a dedicated In-Country Team Lead (TL) to support the Global Peace Operations Initiative (GPOI), a U.S. Department of State security assistance program focused on building international peacekeeping capacity worldwide in close collaboration with the U.S. Department of Defense (DOD). The TL supports the following contract objectives:

  • Support partner countries’ development of critical mission capabilities
  • Enhance partner countries’ peace operations planning, training, and readiness competencies
  • Enable partner countries to conduct effective operations and sustainment
  • Reinforce UN and regional organizations’ performance and accountability frameworks.

Responsibilities

The TL serves as the Project Manager’s primary point of contact for contract execution, coordination, and management of GPOI contract activities in the respective African country. The TL is the primary interface with the U.S. Embassy, Host Nation military leadership, U.S. military and international trainers, and other stakeholders. The TL manages personnel assignments across training tasks, maintains professional standards of accountability, quality, and effectiveness, monitors conduct and discipline, tracks the movement of team members, and ensures the conduct and quality of all task order activities.

Qualifications

The In-Country Team Lead shall have the following qualifications unless otherwise approved in advance by the COR:

  • Minimum of fifteen (15) years of military experience, including service after September 11, 2001.
  • Attainment of military grade of CW-3, E9, or O4 and higher.
  • Demonstrated experience as a senior mentor/advisor to a senior foreign security partner with related experience in capacity building and unit-level assessments.
  • Relevant military operations or foreign security force capacity building experience in the last 5 years.
  • Previous professional experience in Togo or Sub-Saharan Africa.
  • Experience working with training and military resource management issues at the operational level.
  • (Preferred) Experience in organizational development and driving institutional improvement.
  • (Preferred) Experience as a trained and certified Foreign Area Officer (FAO) with regionally focused expertise.
  • (Preferred) Experience in a U.S. or NATO military training and doctrine development organization.
